The federal market is a long tail of ordinary contracts sitting under a thin layer of megaprograms: 76.3% of all awards are under $100K, while only 51,446 contracts (4.0%) exceed $10M.

Top 25 vendors by lifetime value

Eight of the top 25 entries hold their value on fewer than ten contracts each — $124.4B combined. Shipbuilding, aerospace, and facilities megaprograms (Irving, Vancouver Shipyards, SkyAlyne, BGIS) dominate the top of the table; the highest-frequency vendors sit far down the value-per-contract column — Bell at 1,663 contracts, Microsoft at 1,621.

Departments: the National Defence share

National Defence accounts for 38.9% of lifetime value (27.6% of contracts). The top five departments — Defence, PWGSC/PSPC, Shared Services, Fisheries and Oceans, and the Canadian Space Agency — hold 78.7% of all value. Procurement, interpreted as a market, is mostly a handful of large portfolios.
