The annual series

Volume is remarkably stable — a band of roughly 50–90 complaints a year for a quarter century. The 2009 spike (95) and the 2020 peak (108, coinciding with the pandemic procurement surge) are the only departures. 2026 is a partial year.

Challenging is rare relative to award volume, and it is concentrated: 12 firms filed 120 complaints (5.9% of the total). SoftSim Technologies Inc. leads with 16. Repeat filers are typically suppliers in narrow, recurring product categories where a single buyer dominates — losing one contract imperils the account, which makes the challenge route worth the cost.
